Discusses the teacher consultant model as dictated by PL 94-142, Title I (ESEA), and changes in teacher education programs. Consultancy situations as they relate to these mandates and the resulting teacher consultant model are identified. The problems encountered when utilizing the consultant are discussed and guidelines are proposed. (Author)

New strategies to allow students to understand and cope with mainstreaming, special educational and multicultural education approaches must begin at an earlier point in the teacher training process.
