Abstract:This manual is intended to accompany technical assistance efforts aimed at improving selected states' home health care programs for children with chronic illness and severe disability. Summary descriptions of funding sources are presented, including purpose, eligibility guidelines, and services covered, as well as additional information as warranted. The first section of the manual describes funding streams available to states and applicable to home care support, including: medical care (six); income support (two); social services (eight); educational services (four); transportation (three); and housing (seven). The second section reviews different strategies states have used to enlist insurance companies in a public partnership supporting home care. Appendixes list legislative acts and authorization for programs and provide a chart of federal participation rate for Medicaid programs by state. Contains 45 references. (PB)
