This report examines campus unrest. Emphasis is placed on the student protest in the 1960's, the black student movement, university response to campus disorder, the law enforcement response, university reform, government and campus unrest, and Kent State and Jackson State. Recommendations are suggested for the President, the government, the law enforcement agencies, the university, and the students. Appendices include a 191-item bibliography, commission hearings and investigations, and official documents.
