Abstract:
The incidence of the implicit lottery tax and distribution of benefits from lottery-funded programs in Georgia were examined. Estimates suggest that lower-income and nonwhite households tend to have higher purchases of lottery products while receiving lower benefits. Hope Scholarship benefits especially accrue disproportionately to higher-income, more-educated households. (35 references) (JOW)
