Abstract:	Title IV of the National Defense Education Act (NDEA), passed in 1958, was intended to alleviate an existing and projected shortage of qualified college teachers. This was to be accomplished by means of awarding 3-year fellowships for full-time study to doctoral candidates interested in college teaching, by institutional allowances for strengthening graduate programs, and by a wider geographical distribution of strong graduate programs. This report provides a detailed legislative and administrative history of the Title IV program, including the origin of Tile IV, the conceptualization of NDEA, the hearings and passage of the Act, implementation of Title IV and its history during 11 years of its operation, the loyalty oath and disclaimer affidavit controversy, and a statistical review and evaluation of the Title IV program.
