Abstract:This Non-Regulatory Guidance explains how State educational agencies, local educational agencies, and State agencies for higher education can effectively use Title II, Part A funds to ensure that all teachers are highly qualified and effective, a critical component of the No Child Left Behind Act and the Individuals with Disabilities Education Act. It is designed to help grantees understand how the new guidance (issued August 3, 2005) differs from the previous guidance. This document identifies questions in the August 3, 2005, guidance that are "new" (did not appear in the previous guidance on Teacher Quality State Grants) and questions that have been revised (and are thus different from similar questions in the previous guidance). The Guidance in this document supersedes all prior guidance issued by the Department for highly qualified teachers and for the Title II, Part A program. Appendix A provides a list of definitions, acronyms, and abbreviations. Appendix B is entitled, Title II Part A Statute. Appendix C contains Title I, Part A, Section 1119 of Statute, and Appendix D Contains IDEA, Title I, Part A, Section 602 Statute.
